<p>Overall, it was helpful and the instructors were knowledgeable and good.  I got a lot of the program and I am glad I attended.</p>
<p>At one point, the discussion focused on layoffs and the somewhat convoluted state layoff system.   But what struck me was a comment made during the session.  The instructor said, “it is important to remember that we are targeting a position, not a person.”  Okay technically true.  A force reduction is about eliminating positions, not particular employees, at least in theory.  However, it would be intellectually dishonest to ignore the fact that someone is going to lose his or her job.  And that will have a significant impact on that person and his or her life.</p>
<p>The fact someone is going to be impacted negatively by a force reduction is a fact that managers need to come to terms with.  We need to realize that our action has an impact.  In short, your action will affect another person’s life and yours.</p>
<p>The impact of actions is why the military has begun to talk to soldier about combat before they deploying to Iraq and Afghanistan.  The fact is that if you are deploying to those areas there is a strong likelihood you may have to kill another person.  You can be macho and act cool, but reality often negates our pretenses.  The military does this training in an attempt to reduce PTSD and the impact of taking another life.</p>
<p>Well, in a similar manner managers need to think about the impact  of a layoff.  They need to come to terms with the consequence of their actions.  It is being honest with them selves and mostly likely with the employee they are showing the door.  In the end, if you understand the impact and your role, you can minimize the damage to your self.  In addition, it might help you help the unfortunate individual who is losing his or her job because of a force reduction.  By enlarge, a person who has probably done nothing wrong.  Thus making the impact doubly horrible.</p>
<p>So it is true, in a force reduction you are targeting a position, but remember someone is in that position and that person is losing his or her job.  If you are going to make someone “redundant”, then you better come to terms with the fact that that person is going to suffer a great lose and a lot of stress.  It will be the best thing for you and the person receiving the unfortunate and horrible news.</p>

			<content:encoded><![CDATA[<p>In December, <a href="http://twitter.com/#!/kmcurry">Kevin Curry</a>, <a href="https://twitter.com/#!/alissa007">Alissa Black</a>, <a href="http://twitter.com/#!/ScottPrimeau">Scott Primeau</a>, and I began working on a model open government directive while at <a href="http://citycampco.govfresh.com/">Citycamp Colorado</a>.  After a flurry of work over the last month, we, with the help of a few dozen additional open government advocates, are able to bring you the model directive for local government.  This directive will help municipalities and state governments bring about open government in their communities.</p>
<p>As we state in the comments to the directive’s introduction:</p>
<p style="padding-left:30px;">The model Local Open Government Directive is intended to be an executive initiated order or directive to the local government under the executive’s legal authority.  An executive leader, such as a mayor, should use this model to adopt a directive for the city to help institutionalize open government principles within the city government.  This model may be tailored to meet the needs of the particular locality.</p>
<p>We modified, tailored, and improved the <a href="http://www.whitehouse.gov/sites/default/files/omb/assets/memoranda_2010/m10-06.pdf">Federal open government directive </a>for local government.  I encourage you to share this model directive with leaders in your communities and to lend support to our global open government efforts.  In partnership with <a href="http://openplans.org/">OpenPlans,</a> we are hosting the directive at <a href="http://opengovernmentinitiative.org/">opengovernmentinitative.org.</a> In the next couple of days, you will find multiple versions of the directive to fit your needs for sharing the directive with others.</p>

			<content:encoded><![CDATA[<p>Why?  It seems like a simple question.  but it isn&#8217;t?  Think about it.  Why do you do what you do?  Why do you work for the company or person that employs you?  </p>
<p>According to Simon Sinek, you might have to think hard because we often focus on the whats in our life.  Sinek wrote an interesting book called <a href="http://www.amazon.com/Start-Why-Leaders-Inspire-Everyone/dp/1591842808">Starting with Why</a>.  The book addresses the issue of how do certain leaders, brands, or organizations inspire devotion or action from people.  He points to brands, like Apple and Southwest Airlines, and people, like Martin Luther King, Jr.  What Sinek found is that these brands or people start with why.  They asked and answered the question of why they are doing the business they are doing or leading the movement they are leading.  In other words, they began with their purpose.  Sinek says this is not the typical approach.  Usually we focus on the what or a result.  The message of Apple is more than we are a great computer company.  Look at their recruitment site,  <a href="http://www.apple.com/jobs/us/welcome.html">http://www.apple.com/jobs/us/welcome.html</a>.  See some themes, “change the world”, “make an impact”, “Less of a job, more of a calling”, and so forth.  Apple is trying to inspire their employees to build the game changers and innovate.   A result is not as inspiring as a purpose.  As Sinek says, Dr. King didn’t have a 10 point plan for success, he had a dream.</p>
<p>In short, as Sinek would state, people don’t buy what you do, they buy (and keep buying) why to do it.  The companies that know their why are Seth Godin’s <a href="http://www.amazon.com/gp/product/1591843170/permissionmarket">remarkable brands</a>.  </p>
<p>I work for government.  As such you would think that purpose would not be a problem.  But it really is.  Government service (or work) really shouldn’t be short on purpose.  After all, we are suppose to be public servants or civil servants.  We purport to work for the common good.  Of course, anti-government sentiment does not help.  But so what?</p>
<p>Dr. King lead a revolution that was not well accepted.  Apple is the darling of some, but hated by many.  These inspirational few faced the challenges and moved on.  It is not about being loved or liked.  It is really about something more.</p>
<p>I recently talked to a friend who works for the main CLE provider in Colorado about change.  That discussion touched on this topic because she stated that one of the truly important things that helped Colorado CLE was when they focused less on credits and more on education.  Or as she would say they started to think<span style="color:#000000;"> <a href="http://blog.alligerkman.com/2010/05/marketing-programs-for-attorneys-should-provide-value-not-cle-credits/">beyond credits</a></span>.  The funny thing about that seemingly simple or trivial point is that it is not simple or trivial.  That is Colorado CLE’s purpose.  They are about legal education and learning for attorneys.  They are about practice improvement and growth.  It is probably why they produce such high quality products.  And that is the point! When employees have a purpose or when a brand has a purpose more than a product then good things start to happen.</p>
<p>So here is all I am asking you, what is your why?  Why do you do what you do?  </p>

			<content:encoded><![CDATA[<p>What is government 2.0/gov 2.0?  How do we define it?  Is it the same as open government?  Is it about technology? Is it about culture?  Is it a buzzword or marketing hook?  Is it a word people throw around to seem smart and hip?  </p>
<p>Well, I am not sure what the answer is to any of these and for the most part I don’t care.  But I have talked to a few non-govies lately and they look at me blankly when I have used Gov 2.0  in conversations.  So I found myself trying to explain it.  So here is a thought on the definition of gov 2.0.  How about democracy?  How about what government is supposed to be?</p>
<p>My point here is not to define gov 2.0 or any other term we throw around.  It is rather about how we talk and address the topic of gov 2.0 to the non-in coward.  The people not on Govloop.  People who don’t listen to Gov 2.0 Radio.  People who do not subscribe to any gov 2.0 related list serves or forums.</p>
<p>My contracts professor in Law School once asked my classmates and I, what do words mean?  A few my colleagues struggled in the law school tradition for a suitable answer.  In the end, my professor looked at us wisely and said in his dry midwestern style, “what we say they mean”.  It was a funny yet very true moment. If you don’t belief me, ask a lawyer to define consideration for you.  (or click <a href="http://en.wikipedia.org/wiki/Consideration">here</a>).  </p>
<p>Words matter, but understanding is more important.  If we confuse our audience with jargon and buzzwords, then we fail.  So perhaps, we should use plain and direct language to talk about our movement.  If you have to use jargon, make your definition clear.  But in the end, do not used jargon.  A Colorado Supreme Court Justice once told me and a group of others, relying on jargon is lazy.  So don’t be lazy when talking to people or when you write about our movement.  Its to important.  If it is hard. . . well all I can say is tough.      </p>
<p>If you really insist on using all of the in terms and talk, well then go talk and share your ideas with someone else.  Because the rest of us are busy doing and getting stuff done.  </p>
<p>In the end, we all have good ideas we want to talk about, but innovation requires us to do something with those ideas.  And right now our country and communities need us to execute on our good ideas.  </p>
<p>So lets get to work and get stuff done.  I’ll let you define stuff because you know the definition better than I do.</p>

<p>It would probably be better put to say that we adults need to remember the important things in live.  Like imagination, creativity, and discovery.  Those things society has taught us to undervalue.  The only problem is those things lead to innovation.  Along with hard work! </p>

			<content:encoded><![CDATA[<p>Dan Pink, author of a Whole New Mind,  has a new book out about motivation and what drives (which happens to be the title) humans.  I pick up Drive after seeing the following TED talk.  This book and talk should get you thinking about what really drives us humans to achieve and get things done.  The answer in short is that it is not what you think it is.   The world has changed and the traditional rewards offered to people may not get the job done.  And the research  shows that such rewards may actually retard performance.</p>
<p>If we as a society what to advance and achieve great things, we need to start questioning perceived truths.</p>
<p>Enjoy the talk and pick up a copy of Pink&#8217;s book.</p>

<p>Inspired by the excellent <a href="http://joannejacobs.net/" target="_blank">Joanne Jacobs</a> at the recent <a href="http://www.wearelikeminds.com/" target="_blank">Likeminds event in Exeter</a> to think more about the role of games and game play in solving problems and creating solutions.</p>
<p>I started to think about how Government in general could be seen as a game so that we could not only engage people in the problems and challenges we all face but actually inspire them to be part of the solution and help make changes happen.  In the lunchtime session that Joanne facilitated she spoke very passionately about the role of games and how we all play games all the time but just don’t realise it.</p>
<p>I kind of hit a blank wall as the big picture of Government is pretty boring, but the individual components that make it are actually interesting. So how do you start to get to a level of engagement and participation that inspires the average person on the street to want to get involved.</p>
<p>I then came across this excellent TED video of Game designer <a href="http://www.iftf.org/" target="_blank">Jane McGonigal</a> who spoke about harnessing the power of game mechanics to make a better world. Surely this is the stuff that Government innovators should be thinking about.</p>
<p>In the video she talks about “gamers” and the super powers they have developed and how these super powers can help us solve the worlds problems.</p>
<p>The 4 super powers that gamers have are:</p>
<p><strong>Urgent Optimism</strong> – extreme self motivation – a desire to act immediately to tackle an obstacle combined with the belief that we have a reasonable hope of success.<br /><strong>Social Fabric</strong> – We like people better when we play games with people – it requires trust that people will play by the same rules, value the same goal – this enables us to create stronger social relationships as a result<br /> <strong>Blissful productivity</strong> – an average World of Warcraft gamer plays 22 hours a week: We are optimised as humans to work hard and if we could channel that productivity into solving real world problems what could we achieve?<br /> <strong>Epic meaning</strong> – attached to an awe inspiring mission.</p>
<p>All this creates <strong>Super Empowered Hopeful Individuals</strong> – People who are individually capable of changing the world – but currently only online /virtual worlds</p>
<p>So what is the chance of Government creating a meaningful game that inspires people to get involved, help change the world around them and contribute positively to the social fabric around them – Hold on a minute, haven’t we got something that is supposed to do this = Democracy? The challenge we have to make engagement and participation more engaging not just to young people but to people in general is to start inviting people into the game and make the game more interesting to start with.</p>
<p>So some observations:</p>
<p>If people have “Urgent Optimism” then what are we doing to tap into that to help solve and tackle obstacles?</p>
<p>if people have a “Social Fabric” what we are we doing to build trust with them and do we play by the same rules and share the same goals?</p>
<p>If people have “Blissful Productivity” then what are we doing to mobilise and optimise the people around us in our communities to work hard at solving real world problems</p>
<p>If people can be inspired around “Epic Meaning” what meaning are we providing in our engagement  and participation offering?</p>
<p>We should recognise that games are powerful in more ways than we can imagine, we need to think hard and fast about how we can develop the right kinds of games to engage people and to involve people in shaping their future and solving common problems</p>
<p>The video is 20 minutes but is well worth watching.</p>

			<content:encoded><![CDATA[<div>The following is a letter I sent to member of the Colorado General Assembly regarding <a href="http://www.leg.state.co.us/CLICS/CLICS2010A/csl.nsf/fsbillcont3/F10BD6CCC8325304872576A80026B22A?Open&amp;file=1036_ren.pdf">HB10-1036</a>, which calls for school districts to publish financial data on-line.  A good thing, but how the data is published in important.  This issue is of importance in light of a recent Denver Post article on <a href="http://www.denverpost.com/news/ci_14485472">School District spending</a>.  The bill will be up for hearing on Thursday, March 11, 2010.  The hearing start at 1:30 pm in Senate Committee Room 354 and the bill is the second item on the Senate Education committee&#8217;s calendar.   You may listen to the hearing <a href="http://www.state.co.us/gov_dir/leg_dir/gaweb/scroom354.asx">here</a>.</div>
<div>My issue is with the <a href="http://www.leg.state.co.us/clics/clics2010a/csl.nsf/fsbillcont3/F10BD6CCC8325304872576A80026B22A?Open&amp;file=HB1036_00.pdf">fiscal analysis</a> and the assumption that school will (or should?) publish the district financial data is PDF.  I am not trying to pick on PDF, but rather with the PDF creation process.  (As with many things, the problem is a user issue not a technology issue).  Please read my letter and if you contact the committee members (list <a href="http://www.colorado.gov/cs/Satellite?c=Page&amp;childpagename=CGA-LegislativeCouncil%2FCLCLayout&amp;cid=1251568870876&amp;pagename=CLCWrapper">here</a>)  and the Senate sponsor, <a href="http://www.state.co.us/gov_dir/leg_dir/Senate/members/Sen32.htm">Senator Chris Romer</a>.</div>

<div>Dear Senator or Representative;</div>

<div>I am writing you today in support of HB10-1036, the Public School Financial Transparency Act.  However, I would encourage the Colorado General Assembly to more explicitly recommend the use of open standards based technologies when publishing government data. This bill is a good step in furthering financial transparency and in increasing public accessibility to financial data.  As the bill declares, all Coloradans have an interest in knowing how moneys are being expended in the pursuit of quality public education.  A critical issue to public accessibility to financial data is how the data is published on the Web.  The fiscal note to HB10-1036 states that &#8220;it is assumed that financial documents can be electronically converted to portable document format (PDF) . . . and posted to online at minimal cost.&#8221;  This statement is correct in both respects.  There is no doubt that providing PDF versions of these documents on-line would be a step in the right direction and would give citizens access to information that would not be easily accessible today.   Furthermore, PDF can be one of the most flexible human-readable electronic formats invented and can provide one of the richest possible electronic formats ever devised in terms of capabilities.  However, in many cases the process of creating PDFs limits the usefulness of the data contained in the PDF.  Therefore, publication of PDFs to the exclusion of other formats limits the value of government data. </div>

<div>I support this bills intended goal of giving citizens access to public information that would be otherwise relatively inaccessible.  Open government data and transparency is more than accessibility.  In fact the <a id="x75d" title="W3C e-Government Interest Group's" href="http://www.w3.org/2007/eGov/IG/wiki/Main_Page">W3C e-Government Interest Group&#8217;s</a> (e-Gov IG) draft document on &#8220;<a id="mq8l" title="Publishing Open Government Data" href="http://www.w3.org/TR/gov-data/">Publishing Open Government Data</a>&#8221; states that &#8220;sharing government data enables greater transparency; delivers more efficient public services; and encourages greater public and commercial use and re-use of government information.&#8221;  What PDF provides in accessibility it can lack in usability and re-usability.  That is why PDF only or strong reliance on PDF versions of government data should be augmented.  I do not wish to belabor the pitfalls of the publication of open government data in PDF.  Instead, I want to share what steps can be taken to provide complete openness and transparency to government information.</div>

<div>The W3C, the Sunlight Foundation, and other open government advocates recommed that government&#8217;s should use open standards based technologies when publishing data.   Furthermore, in some cases the data or information that is converted to PDF is already in an open format, such as XML.  The W3C e-Gov IG&#8217;s Publishing Open Government Data document makes the following initial recommendations for publishing government data: </div>

<p><strong>Step 1: </strong>The quickest and easiest way to make data available on the Internet is to publish the data in its raw form (e.g., an XML file of polling data from past elections). However, the data should be well-structured. Structure allows others to successfully make automated use of the data. Well-known formats or structures include XML, RDF and CSV. Formats that only allow the data to be seen, rather than extracted (for example, pictures of the data), are not useful and should be avoided.</p>
<p><strong>Step 2: </strong>Create an online catalog of the raw data (complete with documentation) so people can discover what has been posted. These raw datasets should be reliably structured and documented, otherwise their usefulness is negligible.  Most governments already have mechanisms in place to create and store data (e.g., Excel, Word, and other software-specific file formats). Posting raw data, with an online catalog, is a great starting point, and reflects the next-step evolution of the Internet &#8211; &#8220;website as fileserver&#8221;. </p>

<p> <strong>Step 3: </strong>Make the data both human- and machine-readable:  </p>
<ul>
<li>enrich your existing (X)HTML resources with semantics, metadata, and identifiers;</li>
<li>encode the data using open and industry standards &#8211; especially XML &#8211; or create your own standards based on your vocabulary;</li>
<li>make your data human-readable by either converting to (X)HTML, or by using real-time transformations through CSS or XSLT.  Remember to follow accessibility requirements;</li>
<li>use permanent patterned and/or discoverable &#8220;<a href="http://www.w3.org/TR/cooluris/">Cool URIs</a>&#8220;;</li>
<li>allow for electronic citations in the form of standardized (anchor/id links or XLINKs/XPointers) hyperlinks.  </li>
</ul>
<p>These steps will help the public to easily find, use, cite and understand the data. The data catalog should explain any rules or regulations that must be followed in the use of the dataset. Also, the data catalog itself is considered &#8220;data&#8221; and should be published as structured data, so that third parties can extract data about the datasets. Thoroughly document the parts of the web page, using valid XHTML, and choose easily patterned and discoverable URLs for the pages. Also syndicate the data for the catalog (using formats such as RSS) to quickly and easily advertise new datasets upon publication.   </p>

<div>The ultimate goal is to make any data published by government both human and machine readable.  Machine readability is import because it allows interested parties to more easily parse the data.  Furthermore, machine readability is import because it helps to create opportunities for citizens and organizations to develop new and creative tools to give the data even greater value. </div>

<div>The use of PDF in government and in the private sector is persistent.  Therefore, it is highly advisable that when a PDF is created that steps must be taken to include metadata formats, file attachments, and other features that will add value to the document and allow the data in the PDF to be more machine readable.  If PDF is going to be the dominate form of publication, then the creation process should aim to create greater interoperability to forward the goal of usability and re-usability.</div>

<div>Again, I support this legislation&#8217;s goal of creating transparency and openness in public school finances.  However, I would strongly encourage the Colorado General Assembly to more explicitly recommend the use of open standards based technologies when publishing any government data.   </div>

<p>I was talking to a co-worker about our office’s reconfiguration plans, which involve merging divisions and training employees to handle a wider variety of customer needs.  It’s a nice plan, and it is likely to benefit our customers by removing the layers they have to dig through to get to the services they need.</p>
<p>In the physical world the reconfiguration has involved combining two separate customer entrances that were on two different floors into a single entrance with employees from two divisions at the front counter.  One of the next steps is to create a single call center for the two divisions, instead of the existing structure that utilizes an auto-mated phone tree to direct customers to the appropriate division.  But, this post isn’t about the reconfiguration. </p>
<p>The discussion triggered some other thoughts about providing efficient services.  Government watchdogs and government itself continually make calls for more efficient government- faster, more reliable service, at less cost.</p>
<p>A state government trend in this area has been the creation of Web-based portals that allow customers to access a variety of services from multiple state agencies through a single website.  Some of these portals are a mere collection of information and links to other agencies, such as Colorado’s <a href="http://www.colorado.gov/">www.colorado.gov</a>.  Other portals are based on functional needs, such as registering a business through the Utah Division of Corporations’ OneStop Business Registration site, <a href="http://www.corporations.utah.gov/osbr_phase_2.html">http://www.corporations.utah.gov/osbr_phase_2.html</a>.  (Both of those examples are <a href="http://www.nicusa.com/html/">NIC</a> websites, but they are substantially different.)</p>
<p>Portals and other virtual spaces offer customers an alternative to visiting multiple government agencies to accomplish their tasks.  But, the real key to efficiency is to make people efficient.</p>
<p>Efficiency isn’t just about consolidating locations, whether they are physical or virtual.  Efficiency is about rationalizing functions.</p>
<p>Please hold the backlash for just a moment.  I know this didn’t work so well with homeland security.  That’s what my co-worker mentioned as he laughed, maybe rightfully so, at my suggestion of consolidating state agencies.</p>
<p>Technology is making a lot of improvements in efficiency possible.  I do believe the Internet, social media, mobile devices, and other technological developments are making government better and are helping people get more from their government.  But, can technology make up for inefficient structures?  If a person has to visit at least three state agencies to form a business, get a license, and sign up to pay taxes, can a website make up for the twists and turns, the discrepancies in policies, the processing delays, and the inconsistency in customer service?</p>
<p>Technology can make up for a lot, but improving government is not just about making government more efficient; it’s about making people more efficient.</p>
<p>The question shouldn’t be how can government do it?  The question should be how would a person do it?  Processes should be designed around people’s practices and expectations.  Government agencies shouldn’t expect people to adapt to the government’s ideas.</p>
<p>Redesigning government around people will take a lot more than new websites.  Redesigning government will take changes to legal frameworks, a lot of vision, and a whole lot of cooperation.</p>
<p>I’m sure there are a lot of holes to this idea that I haven’t filled, but I’ll settle for starting with a little idealism.</p>
